Underwater Data Centers: A Cool Solution to Hot Problems
The recent activation of China’s commercial underwater data center off the coast of Shanghai has generated significant interest among experts and observers. This 24-megawatt facility uses seawater for cooling, is powered by an offshore wind farm, and represents a departure from traditional onshore data centers.
Its design was borrowed from Microsoft’s Project Natick, which involved lowering a steel cylinder filled with servers into the North Sea in 2018. China’s underwater data center has achieved impressive results, including a Power Usage Effectiveness (PUE) of 1.15 – a 22.8% reduction in electricity consumption compared to traditional data centers.
Moreover, it uses no water at all for cooling, unlike land-based facilities where between a quarter and half of total electricity demand goes towards moving chilled water around the servers. This advantage is significant, given that China’s investment in underwater technology comes on the heels of its ambitious plans to dominate the global AI market.
China’s move into underwater data centers may not be solely about saving energy or reducing costs; it could also be a strategic effort by governments to assert control over critical infrastructure. Other countries are still grappling with the challenges of building large-scale data infrastructure, and grid operators in Virginia and Texas have started resisting new data center connections due to concerns about power consumption and water usage.
The United Nations university institute has warned that the water footprint of data centers could hit 9.3 trillion liters by 2030, underscoring the environmental costs associated with traditional computing. Underwater data centers seem to offer a way out of this conundrum – at least in theory.
However, marine biologists have raised concerns about the impact of underwater data centers on coastal ecosystems, citing disturbed sediment and warmer water around the modules as potential issues. While these effects may be localized, they do underscore the need for careful monitoring and regulation to ensure that this emerging technology is deployed responsibly.
As the world’s AI data center capacity continues to shift towards China and other countries with favorable policies and infrastructure, it will be fascinating to watch how underwater data centers evolve. Will they become the new norm, or will concerns about maintenance, repair, and environmental impact hold them back?
